Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected.

Observed Violations
RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: Files for 10 children were reviewed. Parent contracts were not available for 3 children.
Corrective Action(s): Please make sure a parent contract is available for all families.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Files for 10 children were reviewed. A care card number was not available for 1 child.
Corrective Action(s): Please make sure a care card number is available for all children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Files for 10 children were reviewed. Start date for 5 children was not available.
Corrective Action(s): Please make sure a start date is available for all children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Absences are not being recorded.
Corrective Action(s): Please make sure all absences are recorded.

RECORDS AND REPORTING: 19180 - CCLR s.57(2)(k) - A licensee must keep, for each child, a record showing the following information: (k) the date on which the child stops attending the community care facility.
Observation: Files for 10 children were reviewed. The date a child left the facility was not available for 1 child.
Corrective Action(s): Please make sure a leaving date is available for all children.

RECORDS AND REPORTING: 19190 - CCLR s.57(3)(a) - A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation: Files for 10 children were reviewed. Permission to call medical help in the case of an emergency was missing for 3 children.
Corrective Action(s): Please make sure permission to call medical help is available for all children.

Comments

Summary of Inspection
At the inspection dated February 13, 2020 there were 22 children and 3 staff present. At this inspection the above noted contraventions were identified. The Licensee is required to submit a written response to Licensing on or before February 24, 2020 stating how the contraventions on this report have been addressed. As part of this routine inspection a facility risk assessment tool is completed and a copy is provided.
