Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the outdoor play structure that is maintained by the Burnaby School Board. This was confirmed during the inspection.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:
- shaving cream was in a cupboard. This was at the children's level. A lock was noted on the cupboard but it was not used. This was corrected during the inspection.
-staff personal bags were located on the floor and accessible to the children. Contents in the staff personal bags could present a potential hazard.
-the paper towel dispenser in the children's washroom had rust on the corner. This could present a potential health hazard.
Corrective Action(s): Please ensure children do not have access to any objects or substances that may be hazardous to their health and safety.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During the inspection two staff records were reviewed. Verification of staff certificates was not completed. This is a repeat contravention from inspection # CLAN-BCDPQD.
Corrective Action(s): Please ensure staff certificates are verified with the system established by the ECE Registry.

RECORDS AND REPORTING: 19051 - CCLR s.56.1(2)(a) - A licensee must keep (a) a copy of the written statement, referred to in section 19 of the Act, that the licensee delivers to persons who prepay part of the cost of services
Observation: During the inspection licensing reviewed the withdrawal policy. Post dated cheques are requested upon registration. A policy stating the cheques will be returned upon a child's withdrawal was not present. This is a repeat contravention from inspection # CLAN-B5KV4G
Corrective Action(s): Please ensure the policy for prepayment of services is complete

Comments

At the inspection dated February 9, 2021 there were 7 children, 1 staff member, 1 volunteer,and the Manager was present. At this inspection the above noted contraventions were identified. Please ensure a written response is submitted to licensing by February 26, 2021 stating how you have addressed the above noted contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following was reviewed and discussed with the Manager:

-The reportable incident reporting procedure
-Creating a system to track the expiry date of food in the emergency kit to be prepared in an emergency

The following information will be sent to the Manger:
- Reportable Incident bulletin
-Information on verification of certificates with the ECE Registry

The inspection findings were reviewed with the Manager at the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office. The report was written in 1 hour and this is included in the report. A copy of these documents were sent to the Manager.
