Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The blinds on two windows in the front room are broken, two toy shelves have extensive chipped paint on edges and corners and there is a planter in the outdoor play space with a rotted board (repeat contravention) and a change mat had ripped edges which makes it difficult to sanitize (corrected on site).
Corrective Action(s): Please ensure all furniture, equipment and fixtures are in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation (CORRECTED DURING INSPECTION): One exit was blocked by a high chair, other furniture and items.
Corrective Action(s): Please ensure all exits are clear to use to exit building in case of emergency.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: It was observed that bleach and laundry liquids were stored in a drawer under the utility sink, in an area accessible to children.
Corrective Action(s): Please ensure that children do no have access to hazardous substances.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation (CORRECTED DURING INSPECTION): The hot water in one bathroom accessible to children measured 51.9 degrees.
Corrective Action(s): Please ensure hot water accessible to children remains no more than 49 degrees.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: It was observed that there in insufficient food and water in the emergency kit for all children and staff for 72 hours.
Corrective Action(s): Please ensure there is enough food and water for all to respond to an emergency.

MEDICATION: 16010 - CCLR s.53(1)(a) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation: Medication was present for four children.
Two out of four were missing amount and times specified by parent, including written permission
One out of four had written permission but did not include amount and times specified by parent
Four out of four had expired medication.
Corrective Action(s): Please ensure each child has parental permission with amount and time specified by parent and ensure that all medication is current. Care plans need to be reviewed yearly with parents.

Summary of Inspection
At the inspection dated January 29, 2019 there were 8 children and 2 staff present. At this inspection the above noted contraventions were identified.
