Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Residential Care Regulation (RCR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31100 - RCR s.17 - A licensee must ensure that water accessible to a person in care, from any source, is not heated to more than 49° Celsius.
Observation: Testing of the water in 2 areas of the home showed temperatures of 49.9 and 51.2 degrees
Corrective Action(s): Ensure water is not heated to more than 49 degrees

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31260 - RCR s.21(c) - A licensee must ensure that all furniture and equipment for use by persons in care (c) are maintained in a good state of repair.
Observation: Review of one PIC's bedroom and office noted that there is an arm chair with damage to the arms and head rest where the material is coming off and there is a broken stand up mirror in the bedroom that is a significant risk for injury to the PIC. Through conversation with the Staff it was noted that there have been attempts to remove the mirror but the PIC does not with to throw out. risk has been discussed with the PIC
Corrective Action(s): Ensure all furniture is maintained in a good state of repair

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31270 - RCR s.21(d) - A licensee must ensure that all furniture and equipment for use by persons in care (d) are maintained in a safe and clean condition.
Observation: During inspection it was noted that the Commode in the downstairs bathroom has brown areas on and around the base of the seat that appears to be old and damaged and is coming apart
Corrective Action(s): Ensure that all equipment is maintained in a safe and clean condition

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: During inspection it was noted that
- baseboard behind the downstairs bathroom toilet was water damaged
-Vent in the front entrance was broken
-Paint damage to the walls in the downstairs bedroom is chipped and damaged (RW)
-Range hood vent in kitchen has grease and dust on it


Corrective Action(s): Ensure all rooms and common areas are maintained in a state of good repair

HYGIENE AND COMMUNICABLE DISEASE: 35040 - RCR s.63(1) - A licensee must ensure that all food is safely prepared, stored, served and handled.
Observation: The freezer had open and unlabeled food in it and the fridge did not have appropriate temperature readings (this is a repeat contravention)
Corrective Action(s): ensure all food is stored and handled in a safe manner

Comments

The emergency light in the upstairs landing was not working although the label showed it had been inspected.

The are in front of the washing machine is not a non-slip material and discussion with the staff showed that the PIC's do not do laundry independently. It is recommended that a non-slip material be used in front of the washing machine to avoid falls

In the downstairs bedroom (RW) there is an electrical panel that is accessible to PIC's. It is recommended that the panel be secured to prevent tampering
