Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Residential Care Regulations (RCR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Policies and Procedures · Program
· Care and Supervision · Records and Reporting

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 31290 - RCR s.22(1)(b) - A licensee must ensure that all rooms and common areas are (b) maintained in a good state of repair.
Observation: A tour of the physical facility noted that the hallway wall corners and stair railings have paint chipped off. The manager stated that one PIC (person in care) brings his bicycle to the 2nd floor living room resulting in the scratch marks on the walls.
Corrective Action(s): Ensure that all common areas are maintained in good state of repair.

Comments

The Licensing Officer (LO) would like to thank the Manager and staff for their time and assistance in completing this routine inspection. LO has provided the Licensee detailed instructions to set up an account for online reporting of Reportable Incidents as of January 1st 2020.
Upon inspection of PICs (persons in care) bedrooms, 1 bedrooms had bed not made, with random items stacked around the walls. The Manager informed LO that the PIC chooses to keep his room that way. Staff to ensure that PICs are assisted in maintaining health and hygiene and all refusals documented appropriately.

This report was reviewed and discussed with the manager. A copy of this report was left at the facility.
