Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Inspection report was reviewed with manager before report was signed and printed.
Licensing would like to thank the staff and children of SFU - Espuleta program for their time and assistance during today’s inspection.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12430 - CCLR s.56(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff documentation and noted one ECE certificate posted has expired.
Corrective Action(s): Ensure all ECE certificates posted are up to date.

Comments

During inspection Licensing randomly reviewed 6 children's files and noted all required documentation was on site.

During inspection Licensing observed children engaged in the following activities indoors:
- drawing with charcoal in the studio, Licensing observed staff/ students speaking to children about their drawings
- blocks and playing with balls in the backroom
- children engaged in puzzles
- one child was finishing snack.
- children then went outside to play.
Licensing observed different depictions of 'monsters' that children had created hanging both inside and outside the facility.

Licensing observed the following equipment accessible to children in the outdoor area: a bubble wand/ solution container attached to a post for easy access for children; sand play; book area; sidewalk chalk; gardens etc.

During inspection Licensing observed staff getting down to children's level to discuss their activities; problem solve etc.
