Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #KSEY-AL5NNK have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing observed the washroom stalls in the boys washroom are rusting, with paint peeling, and are unable to be cleaned properly.

Staff stated that they have attempted to repaint the stalls but that the paint keeps peeling from the rusted areas.

Licensing noted this is beginning to also be seen in the girls washroom stalls but that the boys washroom stalls are in worse condition at this time.
Corrective Action(s): Ensure washroom stalls in the boys washroom are repaired to remove the rusted areas and painted to ensure they can be properly cleaned and sanitized.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: During inspection Licensing reviewed staff files and noted two staff persons Criminal Record (CRC) approval letters had expired a few days prior to today's inspection.

Manager states they will ensure staff have applied for renewal today.
Corrective Action(s): Ensure all staff records on file are current.

Comments

During inspection Licensing discussed the new DoLSOP "Active Play" and "Screen Use" policy requirement with the manager. Manager stated that they have informed parents of this new requirement in a newsletter & that they are working on revising the Policy and Procedure manual to include these new requirements. Licensing left resource material regarding these policies with inspection report to assist manager with this revision.

During inspection Licensing noted that the pea gravel in the outdoor play area is beginning to get compacted. Ensure pea gravel is raked & loosened to meet the "DoLSOP Safe Play Space" depth of resilient surfacing requirement for the height of the fixed outdoor equipment.

During inspection Licensing observed children engaged in free play which consisted of: sand table; large floor car garage road activity; table with loose wood parts that children were creating with; beads/ buttons stringing and sorting; fine motor activity table; library area; dramatic play etc,

Children then went outside for free play.

During inspection Licensing observed staff interacting with children while they were engaged in their activities, staff also assisted children with problem solving when necessary.
