Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing; Physical Facility; Staffing; Polices & Procedures; Care & Supervision; Hygiene and Communicable Disease Control; Medication; Nutrition and Food Services; Program; Records and Reporting.
As part of the Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: During inspection Licensing reviewed the emergency drill logbook and noted that a full evacuation drill has not been practiced in the past 12 months
Corrective Action(s): Ensure full emergency evacuation drill is practiced annually.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During inspection Licensing reviewed children's records and noted one child is missing doctor/ medical clinic information.
Corrective Action(s): Ensure doctor/ medical clinic is on file for child who is missing it in their records.

Comments

During inspection children were engaged in eating snack; having a circle with with stories, songs and movement; free play as well as leaving in groups to the park.

During inspection staff were observed to be engaged in a bilingual French/ English circle time.

During inspection Licensing observed staff interacting with children when they were engaged in activities.

Licensing discussed with the manager using the back eating area for activities, as well as eating, which would give more room for the children to be broken into groups or have more space to engage in activities.
