Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): In 2 nap rooms (under 36 months programs), the following was observed:
-in 1 nap room, there is a table next to a crib. On this table are toys and equipment that have not been stored in a secured manner. There is a potential for these items to fall onto a child in the adjacent crib.

-in the other nap room, there is also a table with a pile of toys and equipment, including a large folded tent that is leaning against the wall and table. There is a potential for these items to fall onto a child.

On the 2nd day of the inspection, Licensing observed that the toys and equipment in both nap rooms have been appropriately addressed by securely storing items and/or storing equipment elsewhere. Corrected during inspection.
Corrective Action(s): Licensing and the Manager discussed alternate ways to store these items in both nap rooms. The Manager plans to either store these items elsewhere and/or in a secure manner, such as underneath the tables instead of on top.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: In one of the under 36 months and 30 months to School Age programs, there are multiple dents exposing the dry wall and areas of chipping paint. For the 30 months to School Age program, the Manager explained because the cots are stored against this wall, sometimes the cots hit the wall causing these dents and chips. Licensing and the Manager discussed storing the cots elsewhere or implementing a protective surface on this area of the wall. This is a repeat contravention.
Corrective Action(s): Please submit a plan outlining how these areas will be addressed.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Upon reviewing the facility’s allergy list and child’s file, there is written instructions from the parents to administer medication in case an allergic reaction occurs. As per the Manager, there is no medication administration form as the parents have not provided the medication. Licensing and the Manager discussed following up with the parents regarding this allergy and the medication information provided on the child’s file.
Corrective Action(s): The Manager will follow up with the family to obtain the medication and medication administration form.

RECORDS AND REPORTING: 19140 - CCLR s.57(2)(h)(i) - A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.
Observation: In discussion with the Manager and after review of children’s files, there are 4 children with documented allergies. For all 4 children, the follow-up instructions are unclear if the child ingests the allergen. As per the Manager, the families communicated that these were mild reactions and no medication is required. By the 2nd day of inspection, the Manager connected with 2/4 families.
Corrective Action(s): The Manager will follow up with the families to clarify the allergies and follow-up instructions in case an allergic reaction occurs.

Comments

On February 27, 2024, there were 52 children, 13 staff, and the Manager present. Staff to child ratios were in compliance.
On the second day of the inspection, February 29, there were 41 children, 12 staff, and the Manager present. Staff to child ratios were in compliance.
Licensing returned on March 1st to review the inspection report with the new Manager.
At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Diaper cream consent available
- Field trips and outings consent available
- Weekly menu available to families
- Use of logbook; staff signatures after each entry
- Documentation and notification to parents of injuries sustained at the facility
- Physical attendance sheets when ipad/app is unavailable
- Storage of staff supplies
- Emergency food supply to sustain all children and staff for at least 72 hours
- Sanitization and laundering of nap time items and equipment
- System for replenishing first aid kits; alcohol wipes not be used on children
- Annual review of care plans with parents
- Storage and transportation of emergency medication
- Attaching copy of care plans to emergency medication
- Documenting children's attendance when they arrive/exit into another program
- Daily programming
-Temporary retentions
