Introduction

An unscheduled/scheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Doors to the laundry room and staff bathroom were unlocked
Corrective Action(s): Ensure that safe environment is provided at all times while children are under the supervision of employees.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The water temperature in the Infant bathroom exceeded over 49 degrees
Corrective Action(s): Ensure that any heated water accessible to children is no more than 49 degree Celsius.

STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Manager and staff have not practiced implementing the emergency evacuation plan.
Corrective Action(s): Ensure that each employee practices implementing the emergency plan at least once each year and the yearly log is maintained.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Child's file was missing the name and telephone number for the medical practitioner.
Corrective Action(s): Ensure that licensee keeps complete record for each child showing the name and the phone number for the doctor.

Comments

Summary of Inspection:
At the inspection dated September 9,2021 there were 15 children in care in the Infant Toddler room and 10 children in 3-5 room with 9 staff members including the Manager. At the inspection, the above noted contraventions were identified.
Please provide Licensing with a written response, by the date noted below, stating how the identified contraventions will be addressed in order to ensure year round compliance. The intent of a written response is for the Licensee to demonstrate that systems will be/are established to self identify and maintain compliance at all times.
As part of this Routine Inspection a Facility Risk Assessment Tool was completed.
This report was written off site due to COVID-19 safety practices. The contraventions and summary items identified in the report were reviewed with the Manager before Licensing's departure.
A copy of the report and the corresponding Risk Assessment was emailed to the Manager.
The following items were discussed:
· Communicable disease prevention practices.
· Health/hygiene/sanitizing practices during COVID-19 which included review of cleaning and sanitizing as multiple steps and review of proper diapering practices.
· Storage of sleep equipment and bed linens conducive to proper health and hygiene practices.
· Ensuring all children have a current emergency contact person on file.
