Introduction

An unscheduled follow up inspection as conducted to review contraventions noted on routine inspection #WBET-C9NQFF dated December 13, 2021.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Toys on the deck are in need of cleaning. This contravention was noted on routine inspection #WBET-C9QFF. A Little Tykes car has a broken wheel and cannot be used.
Corrective Action(s): All toys must be clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Cosmetics are accessible to children in the bathroom. This contravention was noted on routine inspection #WBET-C9QFF
Corrective Action(s): Please ensure cosmetics are not accessible to children.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: The manager stated that although food had been purchased for the emergency kit, the kit had not been put together and was not available for inspection.
Corrective Action(s): Please ensure a full emergency kit is maintained at all times an is ready for inspection.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Fire drill records for January and February were not available. This contravention was noted on routine inspection #WBET-C9NQFF
Corrective Action(s): All fire drills and emergency drills must be recorded.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: The manager stated she has not written the pet policy as she did not know what to include. CCFL discussed what needs to be in the pet policy. The manager has two cats and is currently looking after a dog. The policy needs to address all animals that are in the facility.
Corrective Action(s): A pet policy is to be developed and a copy provided to CCFL for review.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: A complete date of enrolment is missing for one child. This contravention as noted on routine inspection WBET-C9NQFF dated December 13, 2021
Corrective Action(s): Please ensure the date of enrolment is available for all children.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Time of arrival and departure has not been recorded for February 21-23. This contravention was noted on routine inspection WBET-C9NQFF
Corrective Action(s): Time in and out must be recorded for each child every day.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Contact information for an emergency contact an a medical practitioner or medical clinic was not available for one child. This contravention was noted on routine inspection #WBET-C9NQFF.
Corrective Action(s): contact information for an emergency contact an a medical practitioner or medical clinic must be available for all children.

Comments

During this inspection there were six children, the manager and a family member present. This report was review with the manager and written off site. A copy was sent by email to the manager. Total time includes office time.

The following were discussed during this inspection.
Active supervision. Children must be in the sight of the manager or the family member at all times.
If the front yard is used by children it needs to have dead leaves raked and all hazardous items removed.
A dog that is currently in the care at the facility needs to stay in the dog enclosure and not interact with the children.
If the manager is unsure of what is required to address contraventions in a report she should call the licensing officer and ask for help.
If text messages are sent to families asking for information (eg emergency contact persons information) it is recommended that the manager not delete the messages as they can be used as proof of trying to obtain required information.
