Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSOP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following:
- A apple cutter located in an unsecured drawer that was accessible to the children.
- Adult sized scissors located in the dish drying rack.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation (CORRECTED DURING INSPECTION): A random selection of children's files were reviewed. Out of the three files reviewed one contained no immunization status.
Corrective Action(s): Please ensure a record showing the immunization status of a child is on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed several days where the sign in/out sheet did not indicate whether a child was absent, present or the time of arrival and departure.
Corrective Action(s): Please ensure a record showing the daily attendance, and whether a child is absent, present and the time of arrival and departure is on file.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: A random selection of children's files were reviewed. Licensing noted one of the files indicated a child with a medical condition required a care plan.
Corrective Action(s): Please ensure a care plan is developed in consultation with a parent of the child.

Comments

At the inspection dated January 22, 2020 there were 8 children and 2 adults present.
This inspection report was written at the CCFL office and mailed to the licensee.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were had:
- Licensing observed two younger children sitting on chairs during circle time, while the older children participated in circle activities. A discussion was had with the licensee about different ways to engage the younger children in the circle.
- A discussion was had with the licensee about documentation in the log book and to ensure when documenting to include the five W's (who, what, when, where, why, how).
