Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the Licensee at the time of inspection. It is noted that this is the first routine inspection since issuance of the facility licence.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): observed a spray can of room freshener and a bottle of adult medication on a shelf accessible to children. The licensee removed the products the inspection and placed them out of reach of children.
Corrective Action(s): please ensure children do not have access to any item or substance which may be hazardous to their health and safety.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensee has developed systems whereby children utilize individual handtowels , it is noted that the hooks are placed closely together which do not prevent the towels from touching. Also reviewed storage practices for children's bedding with the expectation that bedding would also be stored separately to reduce spread of illness
Corrective Action(s): please ensure systems are developed such as storage of children's belongings to promote a healthy environment

Comments

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Community Care Facilities Licensing
Discussed amendment to the licence as the Licensee is an Early Childhood Educator and may wish to operate an In- Home Multi-Age Program. As discussed this will permit 8 children in care within the ages sets out in Schedule E. Reviewed the process to apply for a Temporary Placement. applications are available on the Fraser Health Website.
Please ensure Fire extinguisher tag is reattached .
Emergency Management - systems in place , supplies reviewed and evacuation location identified , discussed expansion of supplies to include sufficient food / water for up to 72 hours as recommended.
