Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection licensing observed:
-Cables for cameras located throughout the facility were unsecured.
-two classroom storage shelves had doors that had a metal wire accessible to children while playing. In one room staff removed the door from the shelf.
-One closet in the bathroom gave children who use the bathroom access to a wire for snaking toilets, and another storage cubby.
-The laundry room area was accessible to children who are walking to the bathrooms, cleaning supplies were located on the floor. (gate was moved to prevent access at the time of inspection)

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection licensing reviewed 11 employee files, of those 8 files did not contain site specific criminal record checks, and two staff files did not contain a criminal record check.
Corrective Action(s): Please ensure not to employ a person in the community care facility unless the licensee, or manager has obtained the criminal record check.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: -Licensing observed toilet paper stored above the toilet, and no "one-use" towels for children washing hands in one shared washroom.
Corrective Action(s): Please ensure to establish a program to instruct children in, and to practice the rules of health and hygiene.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation (CORRECTED DURING INSPECTION): During the inspection licensing reviewed 18 children's records, one file did not contain the date of enrolment in the community care facility. The licensee was able to provide the information to the manager during the inspection.

Summary of Inspection:.
During today’s inspection, there were 35 children, 11 staff and facility manager during the inspection.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Reviewed hand sanitization practices, and systems for maintaining the facility space.
Review of bedding storage systems which include storage to prevent contamination.
Discussed requirements for checking the outdoor space for hazards.
