Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection of the physical facility it was noted that the manager name was missing.
Corrective Action(s): Please ensure the manager's name is displayed in a prominent location.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the review of the staff files it was noted that one staff did not have a CRC site specific.
Corrective Action(s): Please ensure all staff employed at the facility have a CRC site specific.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the review of the staff files it was noted that two staff did not have a validation of their ECE/ ECEA certificates.
Corrective Action(s): Please ensure all staff have a validation completed through the early childhood educator registry.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: During the inspection a review of the emergency supplies was done. The following was observed:
- expired food and not enough food.
- not enough water
Corrective Action(s): Please ensure you have enough food and water to prepare, mitigate, respond, and recover from an emergency.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: During the review of the attendance files for the month of February it was revealed that some children were missing the time they were signed out of the facility.
Corrective Action(s): Please ensure all children are signed out.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: During the review of the children's files it was revealed that one child was missing a doctor's name and phone number.
Corrective Action(s): Please ensure all children's files are completed.

Comments

At the inspection dated February 28, 2022 there were 6 children and 2 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Guiding young children's behaviour
· Augmentative pictures to explain and show the daily schedule for young children
· Strategies for guiding young children who have recently started child care in the infant program

· Care Plan Bulletin
