Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation (CORRECTED DURING INSPECTION): Licensing observed two staff certificates were not posted. All other certificates were in place. Manager said that she was just deciding which program the new staff would work in before posting.
Corrective Action(s): Manager corrected this and posted them during inspection

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation (CORRECTED DURING INSPECTION): Three carpets/rugs in the downstairs play space areas were curled at the corners presenting a tripping hazard.
Corrective Action(s): Manager removed these carpets during inspection

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: A staff was observed to not wash the hands of a child after diaper change and not sanitize the diaper change pad after use, before the next use. Staff was able to explain the procedure but did not follow it.
Corrective Action(s): Manager said that she will discuss the procedures again with the staff to reiterate the importance of hygiene practices.

At today’s inspection there were 49 children and 11 staff and the manager present.

At this inspection the above noted contraventions were identified.
The Licensee is not required to respond as all contraventions were addressed and a plan is in place for further staff training.

As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following was discussed:
- Valid CRC/s are available and reviewed expiry dates.
- Healthy food provision and recommendations
- Hygiene and sanitization practices in regards to flooring and diaper changing
- Update of children's photographs if required
- Emergency evacuation plan and supplies
- Incident reporting in a bound book
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.
- Regular review of BCCDC website for COVID-19 updates (see link below)
