Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSOP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR ##RSUN-AQ5PBM
have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: It was observed that the mats and bedding were touching each in the nap room. This could potentially cause cross-contamination in the event of an outbreak.
Corrective Action(s): Please ensure that mats are separated from each other

POLICIES AND PROCEDURES: 13071 - CCLR s.56(2) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation: The licenssee stated that she did not have the following policies: screen time and active play.
Corrective Action(s): Please ensure that you have these policies as required.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: Upon arrival, there were three children outside without adult supervision. The licensee was inside on the telephone with the door closed. The two older children were playing with water.
Corrective Action(s): Please ensure children are supervised at all times as required.

Comments

The licensee's first aid certification has expired, however she is scheduled to take the first aid course on August 18, 2018.
There is a key in the handle of the nap room door. The licensee stated that the key is to keep the children out of the room during play time.
Please ensure that the nap room door is never locked during nap time.
The licensee asked about the possibility of a Temporary Placement to have 5 children under the age of 48 months.
CCFL informed the licensee that a licensee has the option of applying for a Temporary Placement.
The Temporary Placement information would be accessed to ensure that there was no significant risk to the child and that the Temporary Placement was in the best interest of the child.
