Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During the inspection licensing reviewed four employee files, of those one file was missing a copy of a criminal record check.
Corrective Action(s): Please ensure to have a current criminal record check on file for each person.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: During the inspection licensing reviewed the fire drill records for the past year, the months of July and August had no record of completed fire drills. Staff informed licensing that they had not completed them.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system at least once each month.
Date to be Corrected: Immediately and ongoing.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: During the inspection licensing reviewed 12 children's files, of those 2 files did not contain a start date.
Corrective Action(s): Please ensure to keep for each child a record showing the date of enrolment in the community care facility.

Comments

Summary of Inspection:
During today’s inspection, there were 11 children, 2 staff and the licensee on site.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
During inspection licensing discussed the process for development of a care plan, and the use of medical consent forms for potentially administering an epi pen for a child.
Discussed the documentation of covid 19 immunization in records.
Discussed documentation in daily log book regarding non reportable items that pertain to children in care.
Creating a system for parental consent when staff are signing children out of morning class and into afternoon class.
