Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA), the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of Practice(DOLSOP).

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the manager was not posted.
Corrective Action(s): Please ensure that manager's name is posted in a prominent place within the facility.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: LO noted an educator's certificate was not validated through the ECE registry.
Corrective Action(s): Please ensure that staff file is complete.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Emergency Supplies were not accessible to implement the plan in case of an emergency.
Corrective Action(s): Please ensure that emergency supplies are stored in a manner that is easily accessible to staff while children are in care.

POLICIES AND PROCEDURES: 13060 - CCLR s.56(1)(d) - A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation: DLSOP Active Play – The Licensee has not developed and/or implemented a Screen Use Policy.
Corrective Action(s): Please ensure that written policy is developed and shared with staff and family of children in care.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: LO noted that a child was not signed in to the program.
Corrective Action(s): Please ensure that current record of daily attendance is maintained for children in care.

Comments

On the inspection date of Nov 17, 2021 there were 5 children and 2 staff present. At this inspection the above noted contraventions were identified and the Licensee is required to take corrective action to bring the facility into compliance. The contraventions noted in this report were reviewed with the Manager during inspection. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is attached.
This inspection report was completed off site and emailed to the Licensee; No signature is attached.
The following education/recommendations were provided:
-Outdoor Play Space: regular maintenance and inspection before allowing children to access the backyard
-Increase indoor ventilation: strategies discussed
-Discussion in regard to easily accessing and transporting the emergency supplies
-Covid 19 Prevention strategies were discussed at today's inspection
-Review and provide all policies and procedures available to guide staff in the facility operation related to care and supervision
