Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Manager's name was not displayed. Licensee corrected during the time of inspection.
Corrective Action(s): Please ensure manager's name is displayed.
Date to be Corrected: Today

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: The right hand sink in the upstairs washroom has chipped paint and has spots of rust in the upper drain hole, behind the sink and around the drain.
Corrective Action(s): Please ensure that the sink is in good repair so that it is easy to clean and free from hazards.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Both fire extinguishers will need servicing as they expired on November 10, 2018. Licensee has called to have these serviced by the end of this week.
Corrective Action(s): Please ensure that the fire extinguishers are serviced so that you can mitigate and respond to and recover from an emergency.

NUTRITION AND FOOD SERVICES: 17010 - CCLR s.48(1)(a) - A licensee must (a) ensure that each child has healthy food and drink according to the Canada's Food Guide.
Observation: The temperature of the downstairs fridge measured 6.1 degrees and is required to be 4 degrees or under.
Corrective Action(s): Please turn fridge temperature down to ensure that each child will have healthy food and drink safely stored in the fridge at the required temperature.
Date to be Corrected: November 13, 2018.

RECORDS AND REPORTING: 19060 - CCLR s.57(1)(a)(b)(c) - A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).
Observation: Children's records reviewed and 2 out of 9 are missing the care card number, 3 out of 9 are missing a photograph that is easily accessible- corrected during site visit, 1 out of 9 is missing a start date- corrected during site visit.
Corrective Action(s): Please ensure that each child's records are complete.

The following were reviewed and/or discussed:
· Active supervision practices and the licensee’s supervision practices
· Licensing informed the Licensee that when reporting any Reportable Incidents to get in direct contact with a Licensing officer. If the Licensee's Licensing officer is unavailable then to call the Duty Line at (604) 587-3936. See Schedule H in the Child Care Licensing Regulations for a list of reportable incidents.
· Flushing water pipes daily for 1-5 minutes is recommended to ensure lead particles from older plumbing are removed from drinking water.
· Bill 5 amendments
