Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12200 - CCLR s.22(2)(c) - A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation: Licensee could not demonstrate annual review of the emergency plan.
Corrective Action(s): Ensure all staff are familiar with emergency procedures and implement a review of the emergency plan annually

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: Licensing observed that one of the medications was expired thus medication stored on site is inaccessible to children.
Corrective Action(s): Ensure that the medication administering procedures are current. Expired or discontinued medication should be returned and or discarded.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed that sign out was not documented for some children in the 3-5 classroom.
Corrective Action(s): Ensure that the attendance records are maintained with sign in and sign out.

Comments

Summary of Inspection:
At the inspection dated August 31, 2022 there were 16 children in 3- 5 classrooms with three staff and 22 children in under 36 months with six staff present. Licensing met with the manager present on the site. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed:
Medication that are not being used or belong to the children who do not attend the facility any more should be either returned or discarded.
Medication Authorization forms should be legible.
