Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed:
-An unwound hose was on the ground in the outdoor play area
-A bleach bottle was not located in the washroom. This is a repeat contravention from inspection # CLAN-BLRQQC. Two bottles were observed in the kitchen
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: Licensing observed that the deck in the outdoor play area has peeling paint and the wood is exposed. This could cause splintering. This is a repeat contravention from inspection #CLAN-BLRQQC and #CLAN-C3VS3B.
Corrective Action(s): Please ensure that the outdoor play area and items in it are free from harm

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following inside the facility:
-A cord was hanging over a chair. This could present a potential strangulation hazard.
-Two large bottles of hand sanitizer were at the children's level
-Lysol wipes were located behind the door at the children's level
-A disinfecting air spray was located on the windowsill within reach of the children
Corrective Action(s): Please ensure children do not have access to any objects or substances that are harmful to their health and safety.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: The Licensees ECE certificate was observed. The Certificate did not have evidence that it had been verified through the ECE Registry.
Corrective Action(s): Please ensure to verify the ECE Certificate and have a copy available for review.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed the record of fire drills. An emergency drill was not recorded. In discussion with the Licensee she practiced the emergency drill but did not record when it was practiced.
Corrective Action(s): Please ensure to record emergency drills to comply with the legislation.

Comments

At the inspection dated June 1, 2022 there were 8 children, and the Licensee was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by June 15, 2022 unless otherwise noted in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Licensee.

The following education/recommendations were provided:
-The reportable incident reporting procedure. Am information form was provided.
-The current communicable disease prevention protocols that are in place
