Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11160 - CCLR s.16(3)(a) - A licensee must ensure that the entire outdoor play area is (a) enclosed in a manner that is suitable for the age and development of children, and will ensure that children are free of harm.
Observation: The orange safety fence on the back corner of the outdoor area was sagging, with metal rebar and wood stored accessible to children.
The 2 planters on the other corner were filled with standing water. This is a repeat contravention.
Corrective Action(s): Please enclose the area in a permanent manner to that is suitable for the age and development of children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Cupboard under the sink containing cleaning supplies and plastic bag, was accessible to children in care.
Corrective Action(s): Ensure that children do not have access to any object or substance that may be hazardous.

STAFFING: 12190 - CCLR s.22(2)(b) - A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation: Fire drill records indicated they were conducted monthly, however, the last 3 months were missing documentation.
Corrective Action(s): Please ensure that each employee practices implementing the fire drill system.

Comments

Phone number for facility on file was out of date, Licensing called to conduct COVID-19 pre-screening prior to arrival, however, the pre-screening was completed at the door after two attempts to call the facility.

During today’s inspection, there were 5 children, and 1 staff were present.

At this inspection the above noted contraventions were identified.

The orange fence outdoors has been a repeat contravention. Licensee stated they will discontinue use of the yard until the area can be sufficiently and permanently enclosed. Pictures were taken and can be provided. Licensee is required to submit a corrective action plan to address this repeat contravention. Licensing will conduct a follow-up inspection to view the fence repair.

-BCCDC increased requirements for cleaning and sanitizing during COVID-19.
-Requirement for conducting regular fire drills.
