Introduction

An unscheduled inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.
There were 59 children, 11 teachers, one support worker and one manager on the site.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Name of the manager was not displayed.
Corrective Action(s): Name of the manager to be displayed so that it is visible to parents

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The bedding is stored on the cots in the hallway. The bedding in the toddler nap room is washed once a week and is left on the mats, stacked on top of each other.
Corrective Action(s): Licensee must ensure that the bedding used for children are stored separately and not in the hallway on top of the cots.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Paint in the nap room and other areas i.e hallways is chipping. Toilet in the bathroom is clogged. The Play room in the Classroom #2 included in the floor plan is bieng used as storage area.
Corrective Action(s): Licensee to ensure that the facility is in good repair and the playrooms are accessible to children.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: The gate on the chain link fence in the outdoor playground area has a gap more than 4 inches wide which poses risk for head entrapment.
Corrective Action(s): Licensee to ensure that the outdoor equipment is hazard free and does not have any gaps more than 3.5 inches wide.

HYGIENE AND COMMUNICABLE DISEASE: 15010 - CCLR s.14(4)(a) - A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation: Licensing observed that in the toddler bathroom the soiled diapers are not in a covered container and are accessible to children
Corrective Action(s): Licensee to ensure a covered container for soiled clothing/diapers to be used
