Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: A very heavy big box tv is on a low shelf in the GCC 30 months to SA room in access to children. Licensing observed that the TV was able to be moved and poses a toppling hazard - could be harmful if it were to land on a small child.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Licensing observed that two children's records did not have a record of a medical insurance plan number.
Corrective Action(s): Ensure records are kept.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing observed that one children's record did not have a medical practitioner listed.
Corrective Action(s): Ensure children's records are kept.

Comments

Discussions were had around:
· Active Supervision – this includes scanning and counting, setting up the environment, anticipating children’s behaviours and abilities, positioning yourself and listening. Licensing observed continual supervision during washroom use.
· Flushing taps to reduce lead (older facilities). One way to reduce lead in drinking water is to flush all water taps used for drinking water or food preparation at the start of each day or after periods of stagnation. · Serious Incident reporting - contact Licensing. Ensure you have notified Licensing within 24 hours. If you cannot reach your Licensing Officer, please contact the Duty Line at 604-587-3936.
The children were seen to eat a healthy snack, engage with dramatic play materials, fine motor manipulatives and art materials. The children engaged in a group social time and discussed Thanksgiving weekend. The caregivers were seen to get down to the children's level, speak in a quiet voice with children, provide positive reinforcement and guide conflict solving. Licensing observed a wide variety of language and literature materials, cognitive development materials, art supplies.
