Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLP). Evidence for this report was based on the licensing Officers observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed: Licensing, Physical Facility, Staffing, Policies & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Programming, Records and Reporting
As part of the Routine Inspection a Facility Risk Assessment is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation .environment

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: A review of staff records shows that verification has not been done for staff at this facility.
Corrective Action(s): Ensure educator and assistant licenses have been verified on the ECE registry web site.

POLICIES AND PROCEDURES: 13100 - DLSOP Active Play - The Licensee must develop and implement an Active Play Policy to engage children in daily active play, consisting of un-facilitated play and facilitated games and activities.
Observation: Staff stated that an Active Play Policy policy is not in place, however this staff described an active play program with limited screen time.
Corrective Action(s): Ensure an active play policy is in place and shared with parents.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: There are two children attending the preschool program who do not meet the age requirement for this type of care program (turn 3 after December 31.
Corrective Action(s): Ensure children attending the care program meet the age requirement of the care program.

MEDICATION: 16020 - CCLR s.53(1)(b) - If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation: There is a care plan in place that states medication must be given, however the medication is not accessible to employees.
Corrective Action(s): Ensure medications are available to employees.
Date to be Corrected: prior to this child being in care.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Upon arrival there were 13 children in attendance, however none of these children were signed in.
Corrective Action(s): Ensure that attendance is recorded upon time of arrival.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: There are two children in care who require care plans, however these care plans have not been reviewed in over a year.
Corrective Action(s): Ensure care plans are reviewed at least once per year.

Comments

Licensing provided information on the temporary placement and exemption application process. Immunization poster was provided today.

The staff were seen to lead the children in an active circle time, demonstrate sign language, guide hand washing before snack, get down to the children's level, and engage with them in a respectful manner (gentle voices), guide problem solving and visit with them. The children were seen to play with fine motor manipulatives, color for "dental health", engage socially in dramatic play, play with color and shape matching and follow routines. The facility has a wide variety of materials to meet all areas of development.

Transportation policy was reviewed for school age program, however a transportation policy for the preschool age children is not in place. Staff stated that these children are not transported.
