Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed the following:
- The storage room door located in the play space of the children is broken.
- There is rust on the heater in the bathroom.
- There is a 'Little Tyke's slide in the outdoor play area. There is insufficient resilient surfacing around the structure. In addition, the resilient surfacing has become slippery.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed the following:
- There is plastic bags in unlocked drawers in the kitchen and bathroom accessible to the children.
- There are wires exposed which are accessible to the children.
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed expired food in the emergency kits.
Corrective Action(s): Please ensure emergency supplies are sufficient to mitigate and recover from an emergency.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A random selection of children's files were reviewed. Out of the four files reviewed, one did not contain an immunization status.
Corrective Action(s): Please ensure a record showing the child's immunization status is on file.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed eight children in attendance, however none of them were signed in.
Corrective Action(s): Please ensure a record indicating whether the child is absent, present and the time of arrival and departure is available.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: A random selection of children's files were reviewed. Out of the four files reviewed, two did not contain the name or phone number of a doctor.
Corrective Action(s): Please ensure a record showing the name and phone number of a medical practioner is on file.

Comments

At the inspection dated November 20, 2019 there were 7 children and 1 adult present.
Action required by the licensee includes providing a written response by November 27, 2019.
Action required by licensing includes reviewing the written response.
Licensing conducted an inspection of the entire home and determined that ages and group size is in compliance.
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.
The following discussions were had:
- The licensee is in the process of updating some of the policies and procedures to reflect current practice.
- There are two shelves and a tall plastic storage system in the main area of the facility. This is reducing the amount of space for children’s use. The licensee is in the process at looking at our storage systems.
