Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of the inspection.

The following areas were reviewed:

· Policies and Procedures
· Care and Supervision
· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services
· Program
· Records and Reporting

As part of this routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year “historical” review of the facility’s compliance operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11400 - DLSOP Safe Play Space (ground surfacing [b5]) - [bullet 5] A 1.8 metre (six feet) clearance around equipment is considered safest.
Observation: Upon inspection of the designated outdoor play space, Licensing observed that a slide and climbing structure, which was approximately 4 foot high, did not have a 1.8 meter clearance around the equipment. If a child was to fall off the side of the climber they could fall onto the concrete wall.
Corrective Action(s): Please ensure there is at least a 1.8 meter clearance around the outdoor play equipment as this is considered the safest.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Upon review of children's files, Licensing observed that record of the following was missing for one child:
1) Medical Insurance Plan number. (MSP).
2) Immunization status.
Corrective Action(s): Please keep, for each child attending the child care facility, their MSP number and Immunization status.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Upon review of children's files, Licensing observed that record of the name and telephone number of a medical practioner was missing for one child.
Corrective Action(s): Please keep, for each child attending the child care facility, the name and telephone number of a Dr.

Comments

Licensing observed part of free play, circle time and lunch time.

The following was observed during free play:

Children were making playdough.

The following was observed during circle time:

The licensee conducted a music and movement activity
Children were playing instruments while singing a song
Children were dancing with scarves while singing a song.

The following was observed during lunch time:

All children washed their hands prior to lunch
All children sat down while eating their lunch
Some children were provided assistance with eating. Discussions were held regarding ways that the younger children's self-help skills could be promoted during snack or lunch time.

The following was discussed with the licensee:

Licensing observed that a care plan has been created for a child requiring additional support and Licensing made reminders that the care plan needs to be reviewed at least once a year in consultation with the parents; as per section 58(2)(b) of the CCLR. Discussions were held regarding ways that evidence of review can be captured
Licensing reminded the licensee that any child present in the home who is under 12 years of age is considered part of ratio, even if that child is related to the licensee by blood and marriage as this is an In-home Multi-Age service type
Discussions were held regarding the assurance that there is sufficient equipment to meet the needs of the children when more children are enrolled who require specific age appropriate equipment. i.e cribs, highchairs and/or booster chairs
The licensee expressed interest in taking the children to neighborhood park daily. Licensing mentioned that if the park was to be used every day, than an Off-Site Play Space Plan needs to be submitted to Licensing
Discussions were held regarding Live 5210.

The report and risk assessment were reviewed with the Licensee today.
A follow-up inspection is required because according to Fraser Health's policy, all newly licensed facilities receive one routine inspection and one follow-up inspection.
