Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP).
All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Across the 6 programs, Licensing observed multiple walls with dents and chipping paint which are porous and uncleanable. This is a repeat contravention.

In one of the under 36 months programs, Licensing observed 2 child-sized chairs (yellow and red) with chair legs displaying chipping paint and rust.
Corrective Action(s): Please ensure furniture, equipment, and fixtures within the facility are in clean and good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): In one of the under 36 months programs, Licensing oberved that a staff's hoodie was hanging over a child's crib. There is a potential that personal items, such as medication, may be in the staff's hoodie pocket that would be accessible to a child. Upon notifying the staff, the hoodie was immediately placed on a hook that is out of children's reach.
Corrective Action(s): Please ensure that that children do not have access to staff belongings.
Date to be Corrected: Immediately.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Upon reviewing 4 staff files, Licensing observed the following:
-1 staff file with an expired validation and 3 character references without documentation of the references being verified. As per the Manager, she is uncertain if the previous Manager had contacted this staff's references upon hire.

-Another staff file without a resume and an ECE validation that does not match up with the current license on file.
Corrective Action(s): Please ensure all staff records are complete.
Date to be Corrected: March 1, 2023.


Comments

At today’s inspection there were 52 children, 11 staff, and 1 support worker present within the 6 program areas. The Manager was also present. Staff to child ratios were in compliance.

At this inspection, the above noted contraventions were identified and the Licensee is required to submit a compliance plan by the date below.

The following was discussed:
-System for logging minor incidents and notifying parents
-System for replenishing emergency supply kits
-System for replenishing first aid kits
-Sanitization practices for toys and equipment
-Supervision practices during nap time
-Hand washing practices
-Toileting and diapering routine
-Annual review of care plans
- Licensing Duty line: #604 587 3936 for emergencies if area Licensing Officer can’t be contacted.

The contents of this inspection report were reviewed with the Manager prior to the inspection report being written off-site (due to technical difficulties), therefore no signature attached. Manager was made aware. A copy of the report was provided by mail.
