Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation (CORRECTED DURING INSPECTION): The name of the manager was not posted.
Corrective Action(s): This was corrected during the inspection.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: On inspection the Licensing Officer observed rust on the baseboards underneath the paper towel dispenser in the bathroom. The base of the toilet and baseboards had visible dirt and were in need of cleaning.
Corrective Action(s): Please ensure the baseboards and area around the toilet are kept clean.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Files for six children were reviewed. Immunization status was missing for one child.
Corrective Action(s): Please ensure immunization status is available for all children.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Files for six children were reviewed. A start date was missing for one child.
Corrective Action(s): Please ensure a start date is available for all children.

RECORDS AND REPORTING: 19340 - CCLR s.59(c) - In respect of a record referred to in this Division, a licensee must (c) produce records, on demand, to the medical health officer.
Observation: During this inspection the manager was no able to locate staff files and facility policies and procedures.
Corrective Action(s): Please ensure that all records are available for inspection.

Comments

Summary of Inspection
At the inspection dated December 19, 2022 there were six children and three staff present. At this inspection the above noted contraventions were identified. The Licensee will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this routine inspection, a facility risk assessment tool is completed and a copy is provided. This report was reviewed with the manager and written off site. A copy of this report will be emailed to the manager.
The following were discussed:
Ensuring a copy of the Community Care & Assisted Living Act and the Child Care Licensing Regulation are available to the manager and all staff.
Having a variety of food in the emergency kit.
If a child's file states they have a medical condition ensure staff have information about this even if they are not required to take action at the facility.
