Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: The name of the Manager is not posted
Corrective Action(s): Please post the name of the Manager

LICENSING: 10070 - CCLR s.11(4) - A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation: Six early childhood educator or assistant certificates were not posted.
Corrective Action(s): Ensure that a copy of certificate is posted for any educator or assistant.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11190 - CCLR s.16(4)(b) - A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation: In one program room children's leather chairs are peeling and splitting.
Corrective Action(s): Ensure that materials and equipment are in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Five employee files do not have record of criminal record checks
Corrective Action(s): Ensure that each employee has obtained a criminal record check.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: A responsible Adult was working as a regular staff in an infant toddler program.
Corrective Action(s): Ensure that staff are scheduled according to Schedule E.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: 1 child's file did not contain a medical insurance plan number.
Corrective Action(s): Ensure each child has a record of medical insurance plan number.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: two children did not have the name or telephone number of a medical practitioner
Corrective Action(s): Ensure that each child has a record of the name and telephone number for a medical practitioner.

RECORDS AND REPORTING: 19220 - CCLR s.58(1)(b) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation: Three care plan does not include the course of action recommended by health care professionals for a child requiring additional support.
Corrective Action(s): Ensure that the care plans include the course of action recommended.

RECORDS AND REPORTING: 19260 - CCLR s.58(2)(b) - The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation: One care plan was not reviewed annually with the parent or any person requested to by the parent.
Corrective Action(s): Ensure that the care plan is reviewed annually.

Comments

Summary of Inspection
At the inspection dated October 17, 2022 there were 102 children and 31 staff present. At this inspection the above noted contraventions were identified. The Manager will take corrective action and provide a written response to the Licensing Officer. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following education/recommendations were provided:

· Lead in the Water
