Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed:
-items on top shelves in each program with the potential to fall
-the single washroom in unit 7/8 is cluttered with the potential for items to fall.
Corrective Action(s): Please address the items on the shelves and in the bathroom to ensure that they will not fall.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: The following was observed in unit 4
-the baseboard heater located was disconnecting from the wall.
-the paint is chipping leaving exposed dry wall or dry wall filler
-a large carpet is curling at the edges posing a tripping hazard.
Corrective Action(s): Ensure that the equipment, furniture and fixtures are in good repair.

CARE AND/OR SUPERVISION: 14020 - CCLR s.34(2)(a) - Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation: It was observed on July 15, 2019 that there were 3 children under the age of 36 months in the group child care 930 months-school age).
Corrective Action(s): Ensure that children are grouped according to schedule E with no more than 2 children younger than 36 months.

MEDICATION: 16030 - CCLR s.53(2)(a) - A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation (CORRECTED DURING INSPECTION): In unit 4 an epi pen was located in the front pocket of a backpack accessible to children. The backpack was made inaccessible during the inspection.

Summary of Inspection
At the inspection dated July 30, 2019 there were 36 children and 8 staff present. At this inspection the above noted contraventions were identified. The facility will take action to come into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the written response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
