Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: During inspection Licensing observed:
-Children’s bathroom baseboard heater cover was covered in rust
-Walls at children's eye level in the indoor play area, kitchen and bathroom had visible old dried stains that needed to be cleaned. Dust and dirt accumulation on the floor mouldings was also observed.
-Sleep mats cannot be effectively sanitized because the outer edges of nap mats are starting to show signs of wear and tear, exposing the foam.
-Mesh sliding screen door leading to the deck area fell down upon LO slight touch. Manager is aware of this and is planning to get it repaired or replaced. Licensing is concerned that a child may fall if they lean against this screen door.

Corrective Action(s): A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Comments

At the inspection dated May 3, 2023 there were seven children, Manager and the music teacher present. At this inspection the above noted contraventions were identified. Licensing conducted a walk-through of the entire facility. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer by May 5, 2023. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
The following was discussed with the Manager:
Photographs of children are stored on a cell phone. It is recommended that hard copies of photos are available in case the cell phone does not work.
Contents of the Manager's office to be inaccessible to children at all times
Keeping a regular log of non- reportable minor incidents
Trampoline use for child care facilities
Licensing officer was not able to write the report on site as the tablet started running the updates. The inspection report was written off-site – details were reviewed with the Manager prior to writing the report. A copy of the routine inspection report and risk assessment sent to manager via email on May 3, 2023.
