Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Licensing observed children's food items were stored in the daycare fridge with a temperature of 8 degrees celsius.
Corrective Action(s): Please ensure that food is safely stored at a temperature of 0-4 degrees celsius.

STAFFING: 12260 - CCLR s.29(c) - To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation: Licensing observed that a staff working in the school age program does not have 20 hours of training. Licensing discussed staffing exemption. This is a repeated contravention from previous inspection.
Corrective Action(s): Please ensure that staff hold the required 20 hours of training in order to hold a position as a responsible adult

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing reviewed attendance records and noted that three children were missing sign out times of departure
Corrective Action(s): Please ensure attendance records are complete to include whether the child is absent or, if the child is present, the time of arrival and departure

Comments

At this inspection dated October 7, 2019 there were 33 children and 7 staff present. School-age was not in session, however, records and physical space were inspected for this program. At this inspection the above noted contraventions were identified. Manager to respond in writing to the areas including how they have been addressed. Manager in process of completing a staffing exemption., Once received, licensing will review application and provide a decision.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

Discussion held pertaining to Active Play and Screen Time policy and ensuring this information is shared with families.
Sanitization procedures and use of water fountain was reviewed.
Consents to administer medication reviewed , complete discussed including addition information in instruct staff.

Lead in Water bulletin, active supervision, and reportable incident bulletin were all provided at previous inspection.

Licensing was joined by two staff for training purposes.
