Introduction

An Unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA) and the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Licensing observed children playing outside during the inspection and noted that the climber (taller than 18') was placed on a surface that was not resilient.
Corrective Action(s): Please ensure any equipment available for children (taller than 18') is placed on resilient surfacing.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation (CORRECTED DURING INSPECTION): Furniture was in disrepair, including a table with a broken leg and the cracks around the edges located in the outdoor play ground by the garage.
Corrective Action(s): Please remove or repair any furniture, equipment and fixtures that are not in good repair. Licensee removed the table.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following:
- a staff purse placed on a shelf in the main play room, accessible to children, containing the staff's personal belongings.
- A plug outlet in the naproom is exposed and accessible to children
Corrective Action(s): Please ensure children do not have access to any object or substance that may be hazardous to the health or safety of a child.

POLICIES AND PROCEDURES: 13020 - CCLR s.22(1)(b) - A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation: Licensing observed that the fire extinguisher has not been serviced annually
Corrective Action(s): Please ensure the fire extinguisher gets serviced annually.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Licensing reviewed 4 children's files of which 1 was missing an enrollment date.
Corrective Action(s): Please ensure children's files are complete and up to date.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing reviewed the attendance and noted that attendance was not completed for the day and for every day up to two weeks prior.
Corrective Action(s): Please ensure attendance is recorded daily.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Licensing reviewed 4 children's files of which 1 was mising the name and contact information for an emergency contact.
Corrective Action(s): Please ensure children's files are complete and up to date.

Comments

At the inspection on August 25, 2021 there were 8 children 2 staff present.
At this inspection, the above noted contraventions were identified.

As part of this Routine Inspection, a Facility Risk Assessment Tool was completed off site and a copy was provided.
