Introduction

An unscheduled Routine Inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: DLSOP Safe Play Space – There is no system in place to ensure regular checks and maintenance of outdoor equipment.
Corrective Action(s): Please ensure to develop a system to ensure regular checks and maintenace of outdoor equipment are completed.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): One electrical outlet was uncovered, and accessible to children while playing.
Corrective Action(s): Please ensure that children do not have access to any object or substance that may be hazardous to the health and safety of a child.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Criminal Record Check for the Licensee and a family member who lives in the home have expired. Licensee said she did not know they had expired.
Corrective Action(s): Please ensure to renew the criminal record checks through the provincial criminal record review program

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: The licensee's certification had been renewed, however the certificate had no evidence that it had been verified by the system maintained by the early childhood educator registry.
Corrective Action(s): Please ensure to keep record of verification for all employees who hold early childhood educator or early childhood assistant certification.

Summary of Inspection:
During today’s inspection, there were 5 children, and the licensee.
At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.

The following was discussed:
Education provided for the process of applying for a temporary placement.
Reviewed the process for validation of ECE certification.
