Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of viewing the emergency supplies.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:

-a couch had ripped facbric on the armrests.
-the facility washroom, the walls and the bifold doors had paint chips.

Corrective Action(s): Please ensure the facility is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection several items were observed in front of the emergency exit. These items were equipment for picture day. In discussion with the Manager she stated there is an additional exit that can be used for exiting the facility in an emergency. This is a repeat contravention from inspection #CLAN-B8RQG4
Corrective Action(s): Please ensure no items are placed in front of the designated emergency exit.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: The following was observed in the facility:

-two bottles of essential oils were within easy reach of the children. This could be a potential poisoning hazard
-a cord in the reading area was accessible. This could be a potential strangulation hazard
-two bifold doors did not have locks. This could be a potential pinching hazard

Corrective Action(s): Please ensure that the children do not have access to any objects or substances that could be hazardous to their health and safety.

Comments

At the inspection dated November 6, 2019 there were 20 children, 2 staff and the Manger was present. At this inspection the above noted contraventions were identified. Please provide a written response to licensing by November 20, 2019 outlining how you have corrected the noted contraventions.. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
· Active Supervision
· Lead in the Water
· Changing the bleach solution every 24 hours to maintain effectiveness
· Emptying hot kettles after use and not having hot beverages in the classroom
· Adding more items to the first aid kit

The following resources will be sent to the Manager:

This report was reviewed with the Manager but she left the inspection before the report was completed. The report was signed by a staff member and a copy of the report was left for the Manager for review.
