Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Contraventions
Previous Inspection - Contraventions observed on FIR #KCHG-AVBQSD have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11080 - CCLR s.15(1)(a) - A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation: During inspection of the washroom it was observed that the resilient foam tiles used on the floor were starting to buckle and provides a tripping hazard. Licensee expressed this foam tile was used as a temporary fix to cover the cracked tiles on the floor.
Corrective Action(s): Ensure the floor is free from tripping hazards and is in good repair.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: During review of staff files it was found that 2 out of 3 files had copies of a criminal record check from other agencies on file for staff.
Corrective Action(s): Ensure staff have a valid criminal record check specific to the current employer

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: During a review of 3 staff files it was discovered that all 3 files were missing verification from the Early Childhood Registry. The Licensee provided information that certificates had been verified but a copy of verification had not been printed and placed in files.
Corrective Action(s): Ensure employee files contain verification of certificates through the ECE registry.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: During review of 3 children's files it was found that 1 file did not have a medical insurance plan number on file.
Corrective Action(s): Ensure all children's files are complete

Comments

At the inspection dated March 14, 2019 there were 9 children and 3 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee included here. As part of this routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:

· Lead in the Water
