Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:

· Hygiene and Communicable Disease Control
· Medication
· Nutrition and Food Services

As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation: One of the applicable staffs, one is missing their verification of their ECE Certificate
Corrective Action(s): Please ensure verification has been done through the ECE Registry

POLICIES AND PROCEDURES: 13120 - DLSOP Active Play - The Licensee must develop and implement a Screen Use Policy to guide employees in the use of screen time activities.
Observation: Screen Use Policy is unavailable.
Corrective Action(s): Please ensure Screen Use Policy is developed and implemented. Please also ensure parents are provided a copy. Licensing discussed that it will need to include that children under 2 and those attending for less than 3 hours are not to have any Screen Use, while maximum amount be 30 minutes. Discussion occurred variations during special days such as Pro day.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: Random selection of children's files indicates that there are some children who are missing their enrolment date.
Corrective Action(s): Please ensure that records are complete

RECORDS AND REPORTING: 19370 - DLSOP Safe Play Space (maintenance of equipment [b3]) - [bullet 3] Keep a log of all inspections, maintenance and repairs.
Observation: Based on review of the log, facility maintains outdoor log by exception and not as used
Corrective Action(s): Please ensure that log of inspection, maintenance and repair is maintained

Comments

Children had an opportunity to engage in Active outdoor play during the inspection, hand washing prior to lunch was observed. Evidence of seasonal theme was displayed.
Licensing discussed with the Manager, ensuring that all staff that work with any children who has a care plan that they are familiar with the plan.
Positive supportive guidance was evident by the staff to the children.
