Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were reviewed for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: It was observed that the the three change mats on the change table were all ripped and so unable to be sanitized.
Corrective Action(s): Please ensure that all equipment is in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11110 - CCLR s.15(2)(b) - A licensee must ensure that each piece of furniture or equipment for sleeping (b) is clean and comfortable.
Observation: It was observed that a toddler bed was wobbly and unsteady. It was observed that the sheets on the crib and the sheets on the toddler bed were dirty and needed washing.
Corrective Action(s): Please ensure that all equipment for sleeping is in good repair and clean.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): It was observed that the following hazards were accessible to children:
- a kettle which was hot on the edge of the counter
-pine sol stored under the bathroom sink
-medicated diaper cream
-a spray bottle with bleach and water solution
-a space heater, which was turned on and hot
All items were moved out of reach by Licensee while Licensing was on site.
Corrective Action(s): Please ensure that all hazardous objects or substances are not accessible to children

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: It was observed upon arrival the Licensing officer knocked and rang the bell multiple times and there was no response. A child looked through the window and let the Licensing officer inside. The Licensee was not available and did not respond to the Licensing officer's greeting and unaware that the Licensing officer was inside. When she appeared and was asked, the Licensee said she was in the washroom.
Corrective Action(s): Please ensure that the children are supervised at all times.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: It was observed that one out of eight children's files was missing the care card (MSP) number. Licensee will talk to parent to get this information the next time the child attends.
Corrective Action(s): Please ensure all children have records that include care card (MSP) numbers.

Summary of Inspection
At the inspection dated February 26, 2019 there were 2 children and 1 staff present. At this inspection the above noted contraventions were identified.

Follow up inspection
As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy provided.

· Hot water to be turned down to be under 49 degrees- it measured 49. 5 degrees today and Licensee turned the hot water off
