Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 4 staff files were reviewed and one staff did not have a site specific CRC. The manager explained that there has been issues with the sharing program and is in the process of obtaining a site specific CRC for the staff. Licensing recommends the manager to document the progress of obtaining the CRC in the staff file.
Corrective Action(s): Please ensure staff files are complete and updated.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 4 staff files were reviewed and none had evidence of their immunization status.
Corrective Action(s): Please ensure staff files are complete including evidence of immunization status.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: A child with allergies did not have a care plan available.
Corrective Action(s): Please ensure any child requiring extra support has a current care plan showing the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: A child with allergies did not have a care plan available. The manager explained that the child is newly enrolled and the parents are still in the process of confirming the child's allergies and any course of action necessary. Licensing recommends to document this information in the child's file.
Corrective Action(s): Please ensure any care plans are developed in consultation with the parent of the child requiring extra support and any person requested by the parent.

Comments

At this inspection there were 22 children and 4 staff present. At this inspection the above noted contraventions were identified. The manager will send Licensing a written response addressing the contraventions and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The contents of this report was discussed with the manager and a copy was provided on May 28, 2021.
