Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), The Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation (CORRECTED DURING INSPECTION): During the inspection Licensing observed a Montessori board was partially blocking an exit. Items blocking an exit is a repeat contravention from inspection #CLAN-CBMP2Y
Corrective Action(s): Please ensure items are not placed in a way that blocks or partially blocks the emergency exit

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11151 - CCLR s.16(2.1)(a) - A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E.
Observation (CORRECTED DURING INSPECTION): The facility shares the outdoor play area with two other facilities. A schedule for outdoor play has been established and agreed upon by the three facilities. During the inspection children from the preschool program went into the outdoor play area. Another program that provides group care (30 months to school age) were present in the space. Children from both facilities played together on the climbing equipment for a brief period. The children in the 30 months to school age program were advised by a staff to stay in only one area. Licensing spoke to the staff in the 30 months to school age program and the children and staff left the outdoor play area.
Corrective Action(s): Please ensure to complete a playground check prior to playing in the outdoor play area. Please ensure ongoing communication is maintained between facilities if changes are made to the outdoor play schedule.

STAFFING: 12050 - CCLR s.19(1)(b) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation: During the inspection Licensing reviewed the staff records. One staff record was missing a character reference and one staff record was missing 2 character references. This is a repeat contravention from inspection #CLAN-CNFQP4and #CLAN-CBM2PX
Corrective Action(s): Please ensure staff records are complete.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: During the inspection licensing reviewed the staff records. One record was missing a verification for a staff certificate.

RECORDS AND REPORTING: 19080 - CCLR s.57(2)(b) - A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.
Observation: One child was missing a date of enrollment. This is a repeat contravention from inspection #CLAN-CNFQP4

Comments

At the inspection dated December 6, 2023 there were 11 children, 2 staff, 1 student and the Manager arrived during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by December 20, 2023 unless otherwise specified in the report. As part of the inspection the Facility Risk Assessment Tool is completed and a copy was provided to the Manager.

The following was discussed with the Manager:

-Reportable incident reporting
-Lead in the water
-The maintenance plan for the facility
