Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program,Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: Covers are missing on 2 electrical outlets. An area rug is curling up at one corner and poses a tripping hazard.
Corrective Action(s): Please ensure children do not have access to electrical outlets and that there are no tripping hazards in the facility.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: A medical insurance number was not available in 1 child's file.
Corrective Action(s): Please make sure all children have a medical insurance number at the facility.

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: An emergency contact is not available in 1 child's file.
Corrective Action(s): Please make sure all files have the information of a person who may be contacted in an emergency.

RECORDS AND REPORTING: 19210 - CCLR s.58(1)(a) - A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (a) the diagnoses relevant to the child's requirement for extra support, as made by health care professionals.
Observation: Staff stated that a child at the facility has very challenging behaviors and that there is no plan to address these behaviors in place. During this inspection CCFL observed the behaviors staff had described.
Corrective Action(s): Please ensure a plan is in place that will guide staff when they are working with the child and that will ensure the safety of all children in the facility.

RECORDS AND REPORTING: 19250 - CCLR s.58(2)(a) - The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation: One child has an allergy to a medication. There are not instructions in the file stating what to do if the child ingests the medication.
Corrective Action(s): Please ensure there are instructions letting staff know with to do if the child ingests the medication.

Comments

CCFL noted that there is a small crack in the glass on the door leading to the back yard. Although the crack does not appear to currently cause any risk to children the manager CCFL recommends that the crack be monitored in case it gets any bigger and needs repair.
CCFL discussed the following with the manager:
Strategies that may be used when working with children who have challenging behaviors
The facility parent agreement.CCFL recommended that all families receive a copy of the updated agreement.
When it is appropriate to give notice to families if the facility is not able to provide adequate care to a child. CCFL recommends that the manager follow the terms of the parent agreement in the future to avoid any interpretation of what information families receive.
CCFL provided the manager with a cop of the Live 5120 starter kit.
This inspection was reviewed with the manager and she was given the opportunity to ask questions.
