Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP). All areas were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: -Two areas of the fenced outdoor play space had gaps that posed an entrapment risk.
-The inside office door was ajar during the inspection where loose cables and other hazards were accessible to children walking the bathroom nearby.(This was corrected when licensing noted the door was ajar).
Corrective Action(s): Licensee will consider a plan to address the gaps in the fence, and then provide a written response for when this will be corrected.

STAFFING: 12430 - CCLR s.56(1)(b) - A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].
Observation: Staff file was unavailable for review at the time of the inspection.
Corrective Action(s): Please ensure that files for all staff are available for each employee.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation (CORRECTED DURING INSPECTION): Licensing observed the diaper change station has some visible soil. The bleach bottle for cleaning the station had not yet been filled for the day, and was empty.
Corrective Action(s): Licensee filled the bleach bottle during the inspection, and wiped the change table down while licensing was on site.

NUTRITION AND FOOD SERVICES: 17100 - CCLR s.48(4)(c) - A licensee must ensure that children are not (c) left unsupervised while consuming food or drink.
Observation (CORRECTED DURING INSPECTION): Licensing observed the licensee leave a child under 36 months unsupervised while consuming an uncut mini carrot during snack time. Once licensing pointed out the concern, the licensee came to the table, and maintained supervision at the table until the child had completed eating.
Corrective Action(s): Licensee said the plan will be to wait until snack is over before starting diaper changes moving forward.

Summary of Inspection:
During today’s inspection, there were 4 children, and licensee present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions. Licensing will review the written response.
As part of the routine inspection, a facility risk assessment tool was completed, and a copy was provided to the facility along with the report. Copies of the inspection report and the Facility Risk Assessment Tool were reviewed, discussed and provided to the Licensee/Manager.
