Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All care categories were inspected for compliance.

Observed Violations
STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Upon inspection of the staff files, it was found that one did not have their ECEA certificate validated. The Manager attempted to complete the validation during inspection, but the website produced an error message.
Corrective Action(s): Please ensure that ECE/A certificates are validated using the system maintained by the ECE Registry.

Comments

At this inspection there were 22 children, 2 staff, the Manager and a student present. A student from JIBC was present with Licensing for training purposes. At this inspection, the contravention above was identified. The Manager will send Licensing a written response addressing the contravention and Licensing will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following was discussed/reviewed with the Manager:
Snacks being provided and how parents are informed of what is being served
Emergency supplies and system in place to ensure contents are not expired
Ensuring wipes in the first aid kit with DIN numbers are not used on children
Contents of the first aid kit
System in place to check the outdoor play area for hazards

The contents of this report was discussed with the Manager and a copy was provided on Aug. 10, 2022. This report was written off-site at the Tri-Cities Health Protection office and time spent includes report writing.
