Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care & Assisted Living Act (CCALA), the Child Care Licensing Regulation (CCLR) and the relevant Director of Licensing Standards of Practice (DOLSP). Evidence for this report was based on the Licensing Officer’s observations, review of the facility records and information provided by the facility staff at the time of inspection.
The following areas were reviewed:
· Licensing, Physical Facility, Staffing, Polices & Procedures, Care & Supervision, Hygiene and Communicable Disease Control, Medication, Nutrition and Food Services, Program, Records and Reporting
As part of the routine inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection and a 3 year “historical” review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR # have been corrected except for those noted on supplementary pages.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: Writer observed that managers' names were not displayed as per the requirement.

Corrective Action(s): Please display manager's name in a prominent place in the facility.

Date to be Corrected: Dec 5, 2016

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Staff files/checklists were reviewed. They appeared up to date and well organized. Writer noted that a staff's criminal record check has been expired and a note stating that this staff's CRC required renewal. The manager agreed to follow up with this matter.

Corrective Action(s): Please ensure that all staff's CRCs are valid.

Comments

This inspection was conducted in the presence of the manager.
Writer has the following comments which required your attention:

1. Please ensure that the facility has obtained at least two character reference checks from staff. If they only provide their references name and contact number, please ensure that the facility has obtained information from their references prior to hiring. The facility should keep notes and records as the evidence of the screening process (i.e. date and the outcome/ info).

2. Please ensure that staff "sign out and sign in" the children when the facility group children together in the later afternoon. The manager stated that they have told the staff to sign in and out by the end of this inspection. Thank you for your prompt response.

3. A sample form of medication administration consent will be provided. Licensing highly recommend that the facility would utilize this form to obtain parent's written consent and record the administration of the medication.

4. The facility has a large playing structure in the outdoor play space. Writer did not note any other playing equipment available for children (i.e. balls, hula hoops, jumping ropes). Please ensure that the facility has age appropriate and variety of equipment available for children to promote large and small muscle skills. The manager stated that they are in the process of getting more outdoor playing equipment.

The facility is maintained in a good sanitation condition and good repair. Writer observed circle time, small group activity time and outdoor play time during the inspection. The records and documents are organized and current.

Due to the time constraint and the availability of the licensing officer, this report was written in office and was delivered to the facility manager on Nov 30, 2016
