Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), The Child Care Licensing Regulation (CCLR) and the Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection Licensing observed the following:
-Large foam blocks were placed on a ledge above where the children were sleeping. The blocks were too large for the shelf and may present a falling hazard. This was corrected during the inspection
-A climber in the outdoor area of the facility was placed close to a slide. A 6 foot fall zone must be observed around any climbing equipment.
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed that the diaper changing mat has several tears in the mat. This could make the mat difficult to clean and may harbour bacteria.
Corrective Action(s): Please ensure the diaper changing mat is replaced or repaired.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: During the inspection Licensing observed a large table blocking an exit.
Corrective Action(s): Please ensure all exits are clear to ensure a safe exit in case of an emergency

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation (CORRECTED DURING INSPECTION): Licensing observed the following:
-A kettle was placed close to the edge of the counter. The kettle was filled with water and the temperature of the water was 51 degrees Celsius. This could cause a potential burning hazard.
-A vacuum was observed hanging in the outdoor play area. A long cord was within reach of the children
Corrective Action(s): The Manager will ensure to have a discussion with the staff regarding the hazards identified.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: The staff and Manager records were reviewed. One staff was missing a site specific Criminal record check (CRC)
Corrective Action(s): Please ensure all employees apply and receive a site specific criminal record check prior to their first day of employment.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: During the inspection Licensing observed a staff completing the diaper changing routine with two children. Between diaper changes the diaper changing mat was not disinfected and after the final diaper change the staff did not wash their hands. Licensing discussed their observations with the Manager and stressed the importance of hand hygiene and disinfecting diaper changing surfaces to reduce the potential for cross contamination between children.
Corrective Action(s): In discussion the Manager stated she will speak with the staff and create a system to ensure the staff are practicing the rules of health and hygiene when changing children's diapers.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation: Licensing observed the attendance records. Four children out of seven children in attendance were recorded on the daily attendance. In reviewing attendance records for the month of January, two departure times were missing and an arrow for several children was used in place of departure times on one date.
Corrective Action(s): Please ensure attendance records are completed upon arrival with individual arrival and departure times listed for each child.

Comments

At the inspection dated February 7, 2024 there were 7 children, 2 staff and the Manager arrived during the inspection. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by February 21, 2024 unless otherwise specified in the report. As part of the inspection the Facility Risk Assessment Tool is completed and a copy was provided to the Manager.

The following was discussed with the Manager:

-Reportable incident reporting
-Lead in the water prevention strategies
-Items in the first aid kit. Ensure an ice pack is placed in the first aid kit
-The cleaning protocols that are in place for the facility
-Posting children's allergies
-Ensuring children only use highchairs for eating
-More diapers are required for the emergency kit.
