Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DoLSoP).

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: In one classroom there were two spots where drywall was chipped, accessible to children. Manager stated that she would be attaching a bulletin board to the wall and repainting in the next few weeks.
Corrective Action(s): Please ensure the facility and the furniture, equipment and fixtures within it are clean and in good repair while the children are in attendance.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Six staff records were reviewed. One file was missing a Criminal Record Check for a staff for the site. Manager had submitted the application, however it had not yet arrived.
Corrective Action(s): Please ensure to obtain a criminal record check for the person.

RECORDS AND REPORTING: 19090 - CCLR s.57(2)(c) - A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation (CORRECTED DURING INSPECTION): During the inspection, licensing observed one child was signed into the Infant room, however, the child was attending the 3-5 room that day. Manager stated that the child was attending the 3-5 room for gradual entry for the day.
Corrective Action(s): Please ensure to enter in the time the child is signed out of the IT room and the time the child is signed into the 3-5 room.

Comments

Summary of Inspection:
The COVID-19 Pre-screening was conducted at the door.
During today’s inspection, there were 44 children, the manager, 11 staff, and 2 students.
At this inspection the above noted contraventions were identified. Manager is required to submit a corrective action plan to address the contraventions.
The following was discussed
Licensing observed food service during lunch, and noted that the staff had placed the plates of food on the counter where storage of other items were of close proximity, additionally there was snack containers stored under the sink with other storage items. It was discussed that the food service plan be implemented as provided by the licensee in the policies.
One room was using single use towels in one classroom, where the towels are used all day by one child. Please ensure to use single use towels at this time to promote hygiene.
Discussed ensuring items against the fence are moved away, as the chain link fence is easily climbable.
