Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). Evidence for this report was based on the licensing officer’s observations, review of the facility records, and information provided by the facility staff at the time of inspection.

As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided. The Risk Assessment includes non-compliance identified during the routine inspection, and a 3 year ‘historical’ review of the facility’s compliance and operation.

Contraventions
Previous Inspection - Contraventions observed on FIR #LJON-AG2U7P have been corrected.
Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation (CORRECTED DURING INSPECTION): Food debris and animal droppings were discovered in a kitchen cupboard that stores baking and craft resources. The Manger cleaned the area right away, disposed of the resources and will request a maintenance inspection in the days to come.
Corrective Action(s): Ensure a healthy environment is maintained at all times.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Records were reviewed during the inspection. No fire drill or emergency evacuation was recorded for the month of March. Staff recall doing a fire drill but could not recall or confirm the date of the drill. The program was closed for two weeks during spring break and it was communicated that it was just missed.
Corrective Action(s): Ensure Fire Drills are practiced and recorded on a monthly basis.

Comments

The children were in attendance in two separate classrooms and combined on the outdoor play area once child to staff ratio's were in compliance.
Art activities and numerous resources were available in both classrooms.
Six children's files and three staff files were reviewed and all were complete.
The program was open for the first day for the month of April and the maintenance charts were not updated with the new month and the manager communicated that they would be posted this week.
The Manager and Licensing discussed appropriate diaper changing practices in the event a preschool aged child needed assistance.
Hand in Hand is presently working on an Active Play and Screen Use policy and will apply to all facilities.
