Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance with the exception of the water temperature. The thermometer was not working during the inspection. The temperature of the water will be measured at the next inspection.

Observed Violations
LICENSING: 10050 - CCLR s.11(1) - A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation: During the inspection the Manager's name was not displayed.
Corrective Action(s): Please ensure the Manager's name is displayed in a prominent place.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed inside and outside the facility:
-the washroom walls had visible dirt.
-A porous surface was noted on large spools inside the classroom and outside in the play area. This could cause splintering,
-Rust was noted in the middle of a spool in the outdoor play area. This can cause a potential health hazard. This is a repeat contravention from inspection #SMOY-BRJTAH.
-An electrical outlet with a power bar was missing 3 plug covers. This was corrected during the inspection. This is a repeat contravention from inspection CLAN-BH2Q3X.
-A bottle of bleach and water was within easy reach on the windowsill outside the washroom. This was observed at the previous inspection and is a repeat contravention from inspection Please correct this by December 9, 2021
-Plates, bowls and cutlery were observed. In discussion with the Manager she states the staff wash these items in the washroom sink. Licensing recommended that the program wash dishes in the sink in the church kitchen or use disposable items as there could be cross contamination from the bathroom sink to the food items. This is a repeat contravention from inspection # SMOY-BRJTAH. Please correct this by December 9, 2021.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed the following inside the facility:
-Baseboards in the washroom and walls and ledges in the classroom had paint chips and signs of wear. This is a repeat contravention from inspection #CLAN-BH2Q3X and #SMOY-BRJTAH
Licensing observed the following in the outdoor play area:
-A sand box cover had a hole in the wooden cover. Animals may access the sandbox as this may contaminate the sand.
-The play house needs to be painted as the paint is chipping and the porous wood surface could cause splintering.
Corrective Action(s): Please ensure the facility is in good repair.

STAFFING: 12140 - CCLR s.19(4)(a) - A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation: Two out of five staff records were reviewed. One staff record was missing a verification from the Early Childhood Educator (ECE) Registry.
Corrective Action(s): Please ensure all certificates are verified by the ECE Registry.

NUTRITION AND FOOD SERVICES: 17120 - CCLR s.48(6) - A licensee must make available to parents information on the food and drink given to children.
Observation: The program provides snack to the children in the afternoon. A snack menu was not observed. This is a repeat contravention from inspection #CLAN-BH2Q3X.
Corrective Action(s): Please ensure parents/guardians are informed of the food and drink that is given to their children on a daily basis.

RECORDS AND REPORTING: 19070 - CCLR s.57(2)(a) - A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation: Five children's records of twenty were reviewed. One MSP number was missing for the child's record. This is a repeat contravention from inspection # SMOY-BRJTAH. In discussion the Manager stated that the child recently arrive from another province. Another province's medical number can still be recorded and used.
Corrective Action(s): Please ensure children's records are complete

RECORDS AND REPORTING: 19100 - CCLR s.57(2)(d) - A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation: Five children's records of twenty were reviewed. Two children's records were missing a medical practitioners name or phone number. Licensing recommended that if a child does not have a doctor the parent or guardian can record the closest name and phone number of a medical clinic

Comments

At the inspection dated December 8, 2021 there were 15 children, three staff, a student and the Manager was present. At this inspection the above noted contraventions were identified. Please correct the above noted contraventions by December 22, 2021 unless otherwise specified in the report. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Manager.

The following education/recommendations were provided:

-The reportable incident reporting procedure and form.
-The current COVID-19 protocols that are in place
-Information about preventing lead in water
-Please add more food to the emergency kit. Licensing recommends enough food for a period of 72 hours.

The inspection findings were reviewed with the Manager during the inspection. Due to the COVID-19 pandemic the inspection report and the risk assessment were completed at the Burnaby FHA office.
